What Masik Shivratri is and how it is observed

Masik Shivratri (monthly Shivratri) is the night of Lord Shiva kept on Chaturdashi, the 14th tithi, of the dark fortnight (Krishna paksha) every month. Devotees fast and keep vigil through the night, bathing the Shiva linga with water, milk, honey and bilva leaves and chanting "Om Namah Shivaya". The best time for the puja is Nishita kaal, the midnight window.

Maha Shivratri, which falls on Krishna Chaturdashi of Phalguna (Magha in the amanta calendar), is the greatest of the twelve.

How the date is fixed

Krishna Chaturdashi: tithi prevailing at Nishita kaal (midnight).

This is a midnight observance, so the date is the day on which Chaturdashi is running at Nishita kaal (the 8th of the 15 muhurtas of the night, around midnight). Nishita can fall just after 12 o'clock, in which case the puja is done in the early hours of the next date and the time shown carries that date. If the tithi touches Nishita on two nights, the earlier night is taken.
